The strategy is to build the house in the steps that result in the best possible house, as it were. We start with the most fundamental parts, and then we turn various things on and/or off in each successive stage to best achieve the end goals of the program. Not just building on previous stages, but also preventing boredom, going too fast, going too slow, etc.
As usual, the first stage will do preparatory stuff, but also start working on the goals. Then stage 2 will introduce more working on the goals, and in stage 3 we have everything going full tilt towards the goals. Stage 4-5 are intended to optimize the success of stages 2-3 and stage 6 is the "varnish coat" designed to polish it and lock everything in.
