Volume is relative. The goal is the optimal volume. Volume changes according to the perceive, the player used, the number of amplifiers in the chain, what software is in use, speakers, etc.
In the example above, you have PowerAmp software at volume 87% and the speaker is playing that 87% at 27% of it's (the speaker's) total potential. That's really not very loud.
You naturally don't want a volume that is too loud because it can potentially damage the ears with an ultrasonic, and also because it can trigger resistance.
