I've affected (effected?) women from much farther than 15 feet before. Sometimes an entire city block. I know because there was no one behind her and I was practicing projecting thoughts and she suddenly whipped around looked straight at me (I was in my car and there was no reason to look in my direction save for me).
That may have been a fluke accident, but I've done it before as well with other women at various distances.
But what do you mean you think it's quantum?
