Based on the description for Stage 1, it seems like it's clearing the path for upcoming stages, and tends more toward mental shifts.
UMS is designed to be universal, meaning that it doesn't force you to create wealth in any given way. One person might end up becoming successful in ForEx, day trading or as an investor, while another person might achieve their goal by writing books and creating educational courses. Someone else may end up getting an advanced degree and then a job that gets them a few hundred thousand each year, and someone else may end up creating a unique service or product that makes them a millionaire. A different person might go to college, get a Master's or Doctorate degree and then get an advanced position working with a state or federal government. Someone else might become a successful singer or actor, and someone else might develop a valuable company and sell it for billions. There are lots of different definitions of what ultimate monetary success is, and lots of ways up that mountain.
So each stage has a generalized major goal supported by many smaller sub-goals, the lot of which put you in the right direction, but don't limit you in exactly how you get there. If we use the analogy of building a house, then Stage 1 is mostly "clearing the lot" and getting all the laborers who would do the next steps lined up. Stage 2 is filling and grading the lot and setting up the pipes and electrical conduits that go underground, and pouring the concrete foundation. Stage 3 would be building the house on that foundation, and Stage 4 is where we take care of anything that still needs doing from any previous stage, putting the roof on and paining and doing finishing work.
But since everyone will find their way to a way to achieve the goals of the program differently because everyone will have a different definition of ultimate monetary success, and everyone will have different strengths, weaknesses and proclivities which allow and enable them to achieve that goal, there is no real "do this on stage 2" in the sense of a tried and true method that works for everybody. It's not designed to be that specific, because it's designed to allow everyone to create and take their own unique journey to ultimate monetary success.
