UPDATE FROM PUBLIX: I didn't get the job. They DO still want to keep my application on file, just in case a position opens up however. But they went with someone else.

You should ask how frequently you should re-submit a new application.  I suspect it will be something like every 3 or 6 months.  You should also ask some of the managers how to go about getting hired next time.  Or the interviewing manager.
