The instructions for SM say no active manifestations because the program is taking every possible available bit of processing power and mental energy to use for the program itself. Active manifestation may detract from that, or de-rail it completely. Although active manifestation to achieve the goals of SM shouldn't be a problem, as long as they're in line with what the program is already trying to do.
