The goal is to basically perform a miracle. To do that, we have to have as much power and effectiveness as possible. In some ways we have achieved that goal, but not to the degree that I am trying to achieve it. So I want to avoid weakening the program as much as possible, while keeping it safe and reasonable at the same time.
