The guys who are really getting laid, approach 20-30 hotties a week and fuck 7-15%. That is cold approach top game, meaning you have above average style, looks, social freedom and coolness. The most important thing is that you don't take it personally and keep the momentum going. A lot of the time it will be like this, a polite rejection. You don't know if she's available or not, in this case she wasn't. It happens to all of us, but there's only one way to find out. You'll have hot streak and dry spells, it's just the way it is.
The only way to eliminate(almost) rejection is to hit up bars and clubs. Make eye contact with a girl a couple times and then approach. She's already familiar with you then and wants it to happen. It's the best way to screen out who's DTF and not. There's still a million ways to fuck it up, but hey.
Keep going and eventually you'll have a decent instinct. I already know before approaching how a girl is gonna react to me. This can't be taught.
