I'll tell you now that it's impossible to be at the top of everyone's "social hierarchy" or to be on everyone's top 5. Too many differences between people for that. No matter how popular, whether it's the leader of a country or a famous celebrity, no one is on everyone's "Favorites" list.
So yeah, meet the people that you want to have in your life and become best friends. Focus on your goals/career. You'll probably start attracting like minded people and be on their favorites list.
I'm speaking mainly from experience. I'm still in college, but back in high school I wasn't popular at all. I became popular in college, but it wasn't like it was a goal. I mainly wanted friends and after awhile it just dawned on me "Is this what popularity is like?" and I just realized I was popular. Back in high school, I thought being popular meant getting the hottest girls without trying and having a totally problem free life. In reality, I just had plenty of people to hang out with. It's not mind-blowing, but it is enjoyable.
