It sounds to me like you're seeing that the program is working so well that it's making them want you more than they can handle in a public place, and they may be feeling uncomfortable with that. If you take a woman from 0 to 60 too fast, something happens to stop her from having sex called the "anti-slut defense". Nobody wants to have a bad reputation, so she slams on the brakes and closes off, basically does a 180. You are, in effect, turning them on too fast. They don't know what is happening because they haven't encountered this before, and they're not in a situation where they can act on it, so to preserve their reputation, they choose to shut down and close off.
