It was certainly weird when my crush came and whined to her sister like that. The sister looked at me like "here we go again."
My crush hasn't reached out via text or anything and I haven't text her but the one time to give my number to her. If she likes me that much it seems like she would have text me by now.
I could be wrong about all this but just something about how my crush interrupting her sister seemed uncalled for because I barely get to talk to the Sister.
I feel like avoiding the restaurant for a while at least.

I have only your interpretation of what happened to go on, and that means I'm only operating on one side of a three sided story without any of the context I usually would get from body language, eye language, vocal tonality and cadence, timing of various things, etc. which means a lot.
If what you're thinking is happening is happening, then I would just completely drop it and move on, because it's failed. You did something wrong somewhere. It may or may not help to avoid the restaurant for a while, I would have to have better awareness of the specifics of the situation, but you could do worse than to just drop it and move on regardless. If she's interested enough she'll do something about it. If not, she won't.
It sounds like if what you think is happening is actually happening, then one or both of them is potentially uncomfortable with how you did things.
But remember, I can only tell you what I think based on what you've said, which is limited information, and I may be misunderstanding something, as might you be.
If I was in your shoes and I was more than 50% sure that what you think is happening is actually happening, I would disappear for a period of time, enough to let them get to missing you if they (or one of them) likes you, and see what happens. Maybe she'll contact you in the mean time, but some women are stuck in "he's got to do the work/chase/initiate", just like some guys are stuck in "men must do the work/chase/initiate". So if you disappear for a while, and she doesn't contact you, then the key will be how they respond when you get back.
When the sister came to my table to talk that was the first time in probably 2 months she's done that and it's because I'd asked her to come talk to me.
I did eat at the restaurant yesterday and my crush was the only twin and she was my server and she was not feeling well at all.
She said she was over it and she hadn't ate and I literally thought she was gonna pass out.
I just told her take time and eat.
My table had a view of the interstate and she stood there and started a conversation about the traffic and how crazy it is.
I asked several different times if she's okay. She always said yeah. Cus she looked really weak.
After the traffic conversation she came back holding a bowl of chicken and said Hey Rocky you need anything?
I saw she had food and I told her I'm good.
She said she's gonna take time to eat.
I asked if she felt better that she ate and she said a little bit.
I asked about her glasses and she told me what color she got etc. Even told me her dad's insurance covered them.
She did mention she and her twin went shopping and got groceries.
She rang me up but she was holding her stomach and I asked if she okay. She still said yeah.
yesterday I was on 2 loops of x4a 1511
I'm not sure if this effected my crush more or less but leaning toward more cus she was quietly looking at me. Just observing sorta like she was thirsty a bit.
It seemed like a normal interaction.
