That depends on the type of deafness, the degree of deafness and the type of subliminal and delivery method used. Some causes of deafness cannot hear anything period, no matter what; others can hear some volumes or pitches to some degree; and so forth. Masked subliminals are out for deaf people entirely, but ultrasonics can be heard, comprehended and influential for some types, causes and degrees of deafness. Even the profoundly deaf can be influenced if they are deaf in the right ways or for the right reasons.
I once did an experiment with a deaf friend of mine who is profoundly deaf in one ear and mostly deaf in the other. She gets by with lip reading and sign language mostly, although I don't know sign language so she uses lip reading for me, and listening as a distant second.
She agreed to the experiment, and swore up and down that she was unaffected, but she was responding with all the right autonomic cues that told me she was being affected, subconsciously. I include such programmed cues so that I can tell when the subconscious mind is responding while the conscious mind is unaware of any influence. I also use cues that cannot be accidental or faked. To this day she swears nothing happened, but I know better.
Delivery method for ultrasonics can either be standard (via air waves) or via osteo-transduction (through direct contact with a bone). I don't have the equipment to test the latter, but there is research that has done so to much better results than I got through standard air transmission.
