Yes, this is true. On the Tree of Life (an ancient map of the mind and the universe itself), this "reality" is represented by the sephirah "Malkuth." Malkuth is where all the smart, quantum energies are manifested into physical reality and are subject to the natural laws (what we would call the scientific laws -- like the laws of physics).
It's exceedingly tough to bend or break these scientific laws because they're seemingly hardcoded into this realm. However, the mechanisms that control manifestation, law of attraction and things of that sort actually supersede natural law in the sense that natural law is actually INFORMED by the higher planes of existence -- just like the relationship between your conscious and subconscious minds. (P.S. this is another manifestation of "as above, so below").
Think of it in terms of vibration. Physical vibration, not any kind of esoteric practice. Like, the difference between UV light and visible light. They vibrate at a different wavelength, the former vibrating so faster than the human eye has evolved to see (yet).

In terms of vibration, physical matter is the slowest. Quantum energy (which scientists are starting to believe is the source of existence) vibrates at an exceedingly fast speed. When Quantum energy slows down, it begins to take form -- eventually slowing down to the point where it takes physical form, what we know as "matter."
Quantum energy is smart. It reacts and takes form based on our own consciousness (re: the double slit experiment). Thus, the programming of your subconscious (which most likely exists as a part non-corporeal organ, vibrating faster than physical matter and thus closer to quantum energy) interacts with some law or principle we don't completely understand yet -- like the law of attraction -- and causes quantum energy to slow down in vibration and create situations to fit that programming.
So, no -- you can't use your mind to jump from building to building (arguably... a very enlightened, "day one" person might be able to do some crazy stuff...) because gravity is written into the physical universe, but that doesn't somehow negate the concept of your beliefs creating your physical reality. Just means there's limits.
