Every 5 minutes, there will be 2 minutes of silence, a total of 7 minutes of track. So in 21 minutes there will be three instances of silence, and that would be 6 minutes. Each hour of audio will therefore take 1 hour, 24 minutes to deliver.
But I have figured out how to do this without making masked tracks annoying.
