Based on this, I think I am probably going to build it without those limiters. They do what they are intended to do, but the cost for achieving the program's goals is potentially too high. I'll do longer and more detailed runs, but unless they significantly disagree with this run and for good reasons, that's what's most likely.
Pro-social behavior is attractive, so it makes sense that the opposite could do the opposite.
