That is the way it works. So if you change your beliefs, you are changing yourself, your BEingness. When you start BEing that person, you automatically take action (DO) towards the goals which this kind of person has. Since you are the right BEing and DO the right things, you end up HAVing that what you want to achieve.
But changing the beliefs (and I mean every belief that stands in the way to your goal, even the ones that don't make sense like "it's only gonna rain if I achieve this and I don't like rain" are beliefs that are holding you back) is the hardest part. Missing action is in my opinion an indicator that there are still contrary beliefs that are holding you back. The moment you are freely choosing to be that person who embodies everything you want to have, you do the things automatically and will get things automatically.
But that is just my (current) belief/opinion.
