Not understanding the second sentence. Before I get ahead of myself why should he add OP and UM?

When Shannon was making the sub we requested him to add OP and UM in the scripts but he added only few lines and focused mostly on just learning. I believe adding OP and motivation would make it a better sub for overall learning experience.
