In other words, this program allows for two things.  First, it makes it easier for me to achieve the goals of DMSI because we also offer a way to defeat it if desired; and second, it allows for people who don't want to be affected by someone using DMSI to prevent themselves from being affected.

In other words, there is now a recourse, should I make a mistake and not land on the razor's edge with where DMSI needs to be.  It needs to work, but not do certain things, and the difference is almost nil.  So we are either going to not release DMSI, or we are going to play a game of "advancing by halves" and take forever getting close enough, or we are going to release a recourse option and give me a little bit of wiggle room so I can move effectively.

This doesn't mean I'm going to be careless, but it does give me some wiggle room.
