Shannon is right. For me, it varies night to night. Some nights, I'm not really that tired and setting the volume too loud keeps me up, so, I turn it down. Other nights, I can sleep through just about anything and so I turn it up. The volume ends up between 50% and 75% on my phone. The sleep phones tend to not be as loud as regular headphones.
