How about this: Create only FLAC files and leave instructions on how to properly encode them as mp3 (which bitrate to use etc) in case people want to. People can create the slightly less powerful mp3 from the FLACs, but not the other way around.
There is a reason Shannon includes the hashes for the files, if it was just a music track then DIY encoding wouldn't be a big deal but if your shooting thousands of words with an intricate script to your subconscious it's best to control as many variables as possible.
