The CEO of the company I worked for in California used to do this to me all the time. And I mean BLATANTLY. Got to the point where we would incorporate it into our strategy to getting things approved. We called it "Inceptioning" him. We'd present items in a certain manner, knowing he'd reject it, steal it and ask us to do it the following week.
