That would be action in direct opposition to what the program is aiming to achieve, so I would say you are resisting.

If you are following the instructions, and responding with procrastination, the best thing to do is seek within the answer to the question "Why?" Why are you procrastinating? Why are you resisting? Knowing that, all of that, will tell you what the real issue is and how to overcome it.
Spend some time going back through your experiences with learning and school, and what people have told you about yourself concerning those things. The things you experienced, and what you concluded about them, are what matter for explaining why you would be doing this. Procrastination is resistance based in fear. What are you afraid of?
