Not at all. When I was applying for work recently I emailed my CV to about 30 in quite a relaxed manner. I didn't really care if none of the 30 replied.
As it was, one of them swore at me in Chinese (and I was happy to learn a new word 滚 that I can use when I'm angry at people); a dozen or so told me they're not interested, and about half a dozen replied that they were interested, but it turned out I wasn't interested in them so I disregarded them. I did however find one contact that gave me a reasonable offer within my minimum pay expectations.
If I took on a crappy job just because they offered it, that'd be acting out of fear. But emailing to lots of companies is just searching.
