FRM is not "remove fear to the extent that it's needed to execute the sub". It's "Remove completely any and all fears that stand in the way of executing this program." We aren't partially removing your fears, we are removing a subset of fears completely.
It seems likely that any goal will result in removing a large part of one's fears, since they seem to grow like slime molds, branching here and there and resulting in new fears.
The next version of OF and OGSF will be aimed at removing ALL fears. This of course must be tempered by reason and safety, and aimed in a positive, constructive direction.
