That really does sound pretty crazy. From your description she doesn't sound like she's challenged or anything.
My first thought is that there's something strange up with the carer. Who knows.

The carer is likely just doing what she thinks is best / she has a legal obligation due to being a group home manager.
I’ve only seen her (the carer) a few times, and she seems to be a ‘strong independent woman’ type.
Best I can do is have lunch with 37yo woman, while accepting that I will likely have to look elsewhere for sex / dating.
