If you can't seem to stop, that indicates that your reason for stopping is actually not a valid reason for stopping, but an attempt to escape. 3.2 is designed to try to defeat that "run away!" tactic.
Is that why I keep listening even though I think I should stop since it is not doing anything towards achieving the goals?
It might be. If you are trying to quit as a way of escaping having to execute, it is likely. If not, then probably not. It's only designed to defeat running away to avoid execution. It doesn't care if you want to quit for any other reason. It's trying to prevent you from stopping for resistance/avoidance/sabotage reasons only.
