In some people, sexual attraction is a pre-requisite for romantic attraction, but that is actually rare and it is a programmed response. (Typically programmed in by what society now teaches males to do through social interactions, PUA, etc.) The natural way of things is that you can respond on a scale of 0 to 100% to someone romantically and sexually at the same time, and of course in such a case, 0% sexual and 100% romantic, and the reverse, are absolutely options.
