Well, there's a difference between the playback rate and the tool's internal processing sample rate. For example, in Audacity, you can set an internal sample rate way too low (and I think the default is 22k), so yes, as I said, you have to be mindful when you are working with ultrasonics to make sure your whole workflow is set to handle the frequency distribution. BUT that's not MP3's fault, which is what the original question was about...
