Sounds like her saying she wants to be in a relationship first is her trying to control you with sex in a way.
I had a girl like that, we were in my room, close to sex and she was like "we have to be in a relationship first". And I said "I told you I don't want that, and I don't see any problem with it." She wouldn't let that go and I just said "ok i'm taking you home" and told her "I don't want a relationship and I don't see any problem with us just having sex" and that changed her attitude, she then decided to come and stay around one night.
