E3 is in fact a "light touch" approach. E2 is a much lighter touch, but E3 uses a "light touch" for the competed Magnus Engine.
If you imagine that I have 11 levels of power I can tune to in the completed ME, from 0 (turned off, equivalent to what we had before the ME was finished) to 10 (far beyond the power level anyone could find useful), E3 uses Level 3.
