Is meditation forbidden only while listening to the sub or in general (at all times) when using the sub on a day to day basis?

If I recall correctly, meditation is okay as long as your not meditating right before a social setting where DMSI's effects need to kick in and not be altered by things like meditation.
So yes it's okay but not before social settings.
