The imagination may actually be a part of the subconscious mind. It's possible to control it with the conscious mind, but it is a way of directly communicating with the subconscious at the same time... so it may be some sort of consciously accessible part of the subconscious. But when you daydream, you usually aren't consciously controlling the imagery, so what is? The subconscious, of course.
The acceptance or rejection isn't as light-switch simple as you'd seem to believe it is, though. There is nothing simple about the mind.
