Keeping in mind that the voice-track in masked audios is like a whisper compared to the ultrasonic's speech level, I'd guess that listening to a very soft masked track will cause you to miss out on things, making it less effective.
In a masked track at normal volume, the voice is like a whisper. Now if you turn the volume down so that the masking audio sounds like a whisper, how soft did the voice just become? Probably too soft to hear.
Why would you want to run them at such a low volume anyway?
