It depends specifically on the users purpose and intention...also, their present situation and what the sub is attempting to accomplish..
For example...Some people are already in their "perfect business" or know the business they want to get into and can use BASE to assist them in getting it going or enhance it...the same person could also upgrade to BAMM to become a millionaire in that business, or as we've seen Shannon do, branch out into other ventures (Perfume) or investments
On the other end, a person can also have no idea about business at all or what business/investment they want to get into and use BAMM, and through that process something will "develop" for them... or it could just act as a high-powered internal process to clean out filters to make opportunities more visible to the user, putting them on a specific path --> this scenario could also happen with BASE with someone who's in a job or "dead-end" point in their career
From this standpoint there really is no "best choice" but what best benefits the user for their specific situation
