That's funny ... the attract your perfect lover subs seem to work for everybody with results beyond beliefs, yet the manifest your perfect job or in this case winning lottery do not seem to work at all, or with very little success ... are we dealing with different manifesting energies here, or what would be the problem that keeps from replicating success for these two as well?
This is not an overall indictment against luck in general. The luck magnifier can work because it - again - involves getting you to the right place/state of mind at the right time to increase your chances at something good happening. So this remains something somewhat to do with you. Winning a lottery has nothing at all to do with you... and any mechanism that supposedly works for increasing your winning chances for it is at best magic, and nothing to do with the real science behind subs.
