Yes, it can work, but the final effectiveness will depend on how it's used, the type and degree of deafness and which format he uses.
Ultrasonic is best for persons with deafness issues because it is both the highest in volume for the actual subliminal audio, and because ultrasonic audio can bypass some types and degrees of deafness.
