MHS - use in public?

What is meant by using the program in public, as mentioned under the instructions section for MHS?

• Listening to the program using headphones in public? If so - why would hybrid not be appropriate?
  
• Using speakers to broadcast the program in public? If so - how ethical do you consider it is to broadcast any kind of subliminal in public without consent, no matter how noble the subliminal's goal or the user's intention is?

It should not say to use it in public. You'll have to wait until I get home for me to change that, but don't play it in public unless you're using headphones.
