Does subliminals have effects on people who are not english speakers? If it does is it lesser? I'm really curious about that.

The effectiveness of a subliminal will depened heavily on how well you understand the language in which the script is spoken. If English is not your first language, but you speak it fluently, then you'll get just as good a result as if you spoke English natively.

If you're not very good understanding spoken English, or you don't have all the vocabulary in use, then you'll get less effectiveness from the program.

You can make sure you get the best results by making sure you understand everything in the script for the program.
