Develop a photographic memory

Would it be possible with all the insane upgrades recently in the technology. Would a sub be able to help someone develop a photographic memory, maybe speed reading as well, where you remember every word and can complete a novel in a matter of hours.

Just curious if this kind of thing is possible yet.

Everyone has a photographic memory from birth, but we are not taught how to use the skill.
Humans photograph everything with their eyes and it is stored as one long movie of their life.

Recall is a problem for many people - the information is on the tip of their tongue, but they can't pull it out exactly when they want to, without some help.

If you can remember what your bedroom looks like, then there is nothing wrong with your memory.
