I want to ask if it is possible to use the subliminals at the PC (with the speakers) while listening to the music, watching videos and so on...
example: I use VLC and open the ultrasonic track, then I open another another application to listen to the music, or watch videos on youtube.
Will it work equally?

Yes, that will work just fine, especially if the ultrasonic is at a normal audio volume level.
